Government Website Redesign for Pakistan’s National Ozone Unit

How TekVertica partnered with UNDP to deliver a secure, responsive, and SEO-optimized government web portal for the National Ozone Unit (NOU) — in 90 days.

Project Overview

Pakistan’s National Ozone Unit (NOU), operating under the Ministry of Climate Change & Environmental Coordination, enforces the country’s obligations under the Montreal Protocol — the landmark international treaty to phase out ozone-depleting substances (ODS). Since Pakistan’s ratification in 1992, NOU has been the primary government body managing ODS phase-out and promoting environmentally sustainable alternatives.

NOU engaged TekVertica, in partnership with the United Nations Development Programme (UNDP), to completely revamp its official digital presence. The mandate: build a modern, secure, and high-performance government website that meets international standards and effectively communicates NOU’s work to policymakers, academia, civil society, and global partners.

Challenges We Solved

Public sector web projects come with unique complexity. Here’s what we navigated:

Outdated UI & No Mobile Support

The legacy site lacked a responsive design framework, breaking on mobile and tablet devices.

Fragmented Content

Information was spread across disconnected sources, requiring structured collection, validation, and migration.

Cybersecurity Requirements

Government and UN stakeholder involvement demanded strict cybersecurity, data integrity, and compliance standards.

Multi-Stakeholder Coordination

Deliverables required ongoing alignment between NOU, UNDP, and the Ministry — with formal reporting at each phase.

Our 4-Phase Approach

We followed a structured, milestone-driven methodology aligned with the UNDP Terms of Reference (TOR):

Inception & Planning

Stakeholder consultations, TOR review, and delivery of a comprehensive Inception Report covering objectives, methodology, timeline, and action plan.

Website Design & Development

User-centric UI redesign, responsive layout development, full content integration (text, images, documents, videos), and secure backend implementation using WordPress / Custom PHP, HTML5, CSS3, and JavaScript.

Deployment & Delivery

Hosting configuration, cross-browser compatibility testing (Chrome, Firefox, Safari, Edge), error-free deployment, and formal reporting per UNDP guidelines, including a final presentation.

Maintenance & SEO Optimization

Ongoing bug fixes, content updates, performance monitoring, metadata optimization, structured content improvements, and analytics-driven recommendations for future enhancements.
